If you can get to the pipes where the freeze is grab a hairdryer and "dry" the pipes like you would your hair, or take the hot water that you are getting, soak a towel in the hot water and wrap it around the pipes that are affected. References :
Try opening the drain valve at the bottom of the water heater, if you get a forcefull flow of water, the frozen pipe is between the tank and the fawcet. you will need to trace the pipe to the nearest fawcet and if that fawcet doesn’t work, the frozen part is between those 2 locations. The pipe could be frozen where it goes through outside walls. Its hard to tell if it has burst, it depends on may factors, so make sure you know where the shut off valve is, you might need it ina hurry !

There is one thing I just noticed that is a little ambiguous about your question.
If water is coming out of the hot fawcet, but it is not hot, it is most likely a water heater problem. The way your question was worded, it made it appear that no water at all was coming from the fawcet which would be a frozen pipe issue. References :
I don’t know how your plumbing is set up, but if you have cold water I think there might be another problem. I assume your water heater is inside your house, so I don’t see how the hot water could be frozen if the cold water is running. Is this a trailer house with the pipes under the floor? Open the drain on your water heater and make sure there is water in the heater. Maybe your water heater has failed is not heating the water. References :
It sounds like your on the right track, however, a hair dryer blown directly into pipe may help. This is assuming that you don’t have standing water in your sink/tub. But I have to question why cold water isn’t frozen as well, it seems to me that would freeze first. Maybe check to see if your water heater is still working properly. strangely enuf the hot water will freeze first normally — if you can a hairdryer will help — heat tape will work also but it takes time — make sure the heat tape is on the frozen area and its not frozen down the line farther — be prepared for a leak — if you have to replace lines pex is the best because if it does freeze it wont break References : frozen pipes at home

Mine was frozen all week and didn’t thaw til the temp was in the 40′s. Now I’m leaving it run in a stream. Good luck.
