This is assuming that you don't have standing water in your sink/tub. But I have to question why cold water isn't frozen as well, it seems to me that would freeze first. I assume your water heater is inside your house, so I don't see how the hot water could be frozen if the cold water is running. Is this a trailer house with the pipes under the floor? Open the drain on your water heater and make sure there is water in the heater. The pipe could be frozen where it goes through outside walls. Its hard to tell if it has burst, it depends on may factors, so make sure you know where the shut off valve is, you might need it ina hurry !
